Consumer funded debit cards are reloadable up to $10,000, and we are required by FINCEN to perform Know Your Customer (KYC) on all cardholders before issuance.
The following user data is examined in federal and local government government databases:
- First & Last Name
- Date of Birth
- Social Security Number
- Home Address - only used as a backup if 1-3 fail or if a P.O. Box or non-standard address entered
If a user enters the correct name, date of birth, and SSN, they will generally pass KYC, unless they are on an AML or financial blacklist, or they have limited financial history (e.g. new immigrants or young people). Average failure rates are between 10-20%. If you see a rate higher than 20% with at least 100 distinct users, please make sure you examine your marketing efforts to see if you have high quality leads.
Please note, we do accept customers with ITINS (nonresident and resident aliens who cannot get an SSN). This number is in the same format as an SSN but begins with the number 9. Due to the nature of these customers having limited data and financial records, you will see failure rates 3-4x greater. If this is your primary use case (more than 50% of user base), we do not recommend using our service.
For security, KYC failure reasons are NOT presented to users after failures on the Card Issuance no-codes. However, we do explain a few reasons why they MAY have failed below:
- New citizen with short or limited identity history
- Name changes from marriage, divorce, or other filings may still be registered in identity databases under your old name
- Multiple first or last names may be registered in identity databases with either one or both names
- Wrong date of birth entered
- Wrong social security number entered
- Address cannot be a PO Box, Prison, Hotel, Hospital, Commercial
KYC Decline Reasons
As an admin, you may view KYC failure reasons on the Account portal by directing to Analytics>Cards>KYC Results. Please find a table of reasons explained below, along with actions you should take.
Address
Decline Reason | Explanation | User Instructions |
Address Mismatch | The address entered doesn't match including the street number, street name, city, state, or zip code. |
Re-try Inform the user to check their address and try again. |
No PO Boxes Allowed | Entering a PO Box will automatically fail the KYC. Validation has been added to the no-code to prevent this. |
Re-try Inform the user to not enter a PO Box as their address. |
Nonstandard Delivery Address | Entering a Commercial Receiving Agency, Prisons, Hotel or Hospital as the address will automatically fail the KYC. |
Re-try Inform the user to enter a residential address. |
Address Blacklist | The address entered has been flagged for fraud or AML |
NO Re-try Inform the user that they will not be able to open an account. |
Date of Birth
Decline Reason | Explanation | User Instructions |
DOB Mismatch | The Date of Birth entered doesn't match what's on file for their name and SSN. This may include an invalid year of birth. |

DOB Not on File | The Date of Birth entered is not available, meaning it's valid but no records are found. |
NO Re-try Inform the user that they will not be able to open an account. |
Minimum Age (21) | The Date of Birth entered is below 21. Validation has been added to the no-code to prevent this. If the user just turned 21 or it's the same year, this will sometimes fail due to ambiguity in not finding the month of birth to validate. |
NO Re-try Inform the user that they will not be able to open an account. |
