Yes, but this is not recommended.
For security reasons, this cannot be done directly through any of Hydrogen's APIs or no-codes. The cardholder will have to arrange access (including access to their 2FA) with their family member directly. Hydrogen will take no legal responsibility for any adverse consequences of a user sharing any access credentials.
The family member can also push money onto the card through PayPal. This is a more secure way of topping up a card, as they would only need to know the card number (PAN) and not the username, password, and 2FA information. You can find out more about that workflow below.
