Can I offer debit cards that are issued in the U.S. but used internationally?

Yes, but only in a consumer reloadable card program.

The end cardholder will be charged a small fee (e.g. 3%) by the bank when making international purchases. You cannot waive or reduce this fee. Hydrogen is not making any money from this fee.

Please see the latest cardholder agreement that is provided to the cardholder at issuance, or in the mail, to see the exact foreign exchange fee charged by the bank.
